MUPIP UPGRADE and MUPIP REORG -UPGRADE set this field to V5 while MUPIP REORG -DOWNGRADE sets it to V4.
In order to set the version to V4, the current transaction number (CTN) of the database must be within the range of a 32-bit maximum.
